From a functional perspective, infrastructure facilitates the production of goods and services and also the distribution of finished products to end users (markets) as well as basic social services such as schools and hospitals; for example, road enable the transport of raw materials to a factory. In military parlance the term refers to the buildings and permanent installations necessary for the support, redeployment and operations of military forces.

Governance in the context of community development, inter alia empowering constituencies and constituents by Legislators may be described as the ability to organize, synthesize and direct the various actions of the working parts of government machinery in order for such government to perform meaningfully, creditably and acceptably, for the benefits of the people.

This implies that governance involves both the leaders and the followers and the process of governance must be democratic. Democracy connotes the full operation and activities of all tiers/arms of government such as the legislature, executive and the judiciary.

In a federation, the central, the state and local governments are expected to be working harmoniously and with a good measure of understanding and corporations which ensures that work goes on.

It is no doubt that the legislature is an embodiment of democracy more than all other organs of government, because of the increasing roles it plays in a democratic process. The legislature was once thought to possess the power to make a man a woman and a woman to be a man. This presupposes the enormous power the legislature has as an institution of the state, mandated to make laws for society as a whole. This institution is the core ingredient of democratic politics and the real meaning of democracy – the rule of the people. For this reason, the legislature is the eyes, ears and mouth of the people, for they hear, see the problems of the people and speak on their behalf in parliament
