The Parliamentary Service Personnel Retreat (PSPR) is a key capacity-building program under Canada\u2013Africa Strategic Programs (CASP) 2026. The training program and retreat are scheduled for September 23\u201324, 2026, in Ottawa. Pre-event activities, such as international arrivals, accreditation, institutional briefings, and strategic networking, will start on September 18, 2026. The retreat will include a select group of senior and mid-level parliamentary officials from Africa, such as Directors, Departmental Heads, and technical staff involved in areas like accounting, financial management, human resources, protocol and diplomatic services, general administration, internal audit, and legislative support systems.<\/p>

The PSPR, organized by Africa Industrialization Group Inc. (AI-Group Inc., Rwanda), connects African parliaments with Canadian governance networks, fostering collaboration with entities like the Parliament of Canada, University of Ottawa, and Canada School of Public Service, experts in public administration and governance. Many parliamentary institutions struggle with fragmented processes, insufficient funding, and limited digital tools. These challenges hinder legislation, weaken oversight, and reduce citizen participation. Increasing accountability pressures underscore the importance of capacity building. The PSPR serves as a worldwide training platform that prepares parliamentary staff in areas such as finance, HR, audit, oversight, and digital governance.
