EXECUTIVE SUMMARY
The Parliamentary Service Personnel Retreat (PSPR) is a key capacity-building program under Canada–Africa Strategic Programs (CASP) 2026. It aims to improve legislative governance across Africa by strengthening parliamentary staff’s expertise, effectiveness, and standards at national and subnational levels. In an era where democratic success depends on strong institutions, PSPR addresses the need for modern parliamentary administration. It highlights that a well-trained, ethical parliamentary workforce is vital for productivity, accountability, and continuity. The Retreat seeks to set new service standards, enhance institutional resilience, and align African parliaments with global best practices.
The training program and retreat are scheduled for September 23–24, 2026, in Ottawa. Pre-event activities, such as international arrivals, accreditation, institutional briefings, and strategic networking, will start on September 18, 2026. The retreat will include a select group of senior and mid-level parliamentary officials from Africa, such as Directors, Departmental Heads, and technical staff involved in areas like accounting, financial management, human resources, protocol and diplomatic services, general administration, internal audit, and legislative support systems.
The PSPR, organized by Africa Industrialization Group Inc. (AI-Group Inc., Rwanda), connects African parliaments with Canadian governance networks, fostering collaboration with entities like the Parliament of Canada, University of Ottawa, and Canada School of Public Service, experts in public administration and governance. It serves as a platform for institutional strengthening through learning, international exchange, and policy analysis, encouraging peer problem-solving. Participants engage in case studies, simulations, and policy discussions to develop practical strategies for African parliaments.
The Retreat seeks to make a substantial impact by training a new generation of parliamentary service professionals who are technically proficient, strategically minded, ethically grounded, and globally competitive. The CASP 2026 initiative demonstrates its commitment to fostering governance excellence, strengthening Canada–Africa institutional partnerships, and actively advancing democratic systems, transparency efforts, and sustainable development across Africa.
STRATEGIC CONTEXT AND RATIONALE
Across Africa, parliamentary institutions are increasingly tasked with delivering governance that emphasizes transparency, accountability, operational efficiency, and responsive legislative services. The evolving socio-political, economic, and technological landscape requires legislatures to do more than merely pass laws; they must also ensure their processes, administrative functions, and oversight activities are conducted with precision, integrity, and excellence. While many African nations have undertaken significant legislative reforms and modernization initiatives, the true effectiveness of these parliaments largely depends on the capacity, professionalism, and expertise of their parliamentary staff, who form the backbone of legislative operations.
Many parliamentary institutions struggle with fragmented processes, insufficient funding, and limited digital tools. These challenges hinder legislation, weaken oversight, and reduce citizen participation. Increasing accountability pressures underscore the importance of capacity building. The PSPR serves as a worldwide training platform that prepares parliamentary staff in areas such as finance, HR, audit, oversight, and digital governance. It draws on global best practices, notably from Canada, and tailors solutions specifically for African legislatures.
Aligned with the African Union’s governance goals, the PSPR will boost institutional capacity via modules on internal processes, ethical governance, and professional excellence. The retreat will serve as a platform for inter-parliamentary dialogue, knowledge exchange, and benchmarking, helping African parliamentary staff adopt international best practices. The PSPR reflects Canada’s vision for Canada–Africa governance cooperation, positioning CASP 2026 as a key platform for engagement, legislative diplomacy, and capacity building.
